The Digital Credentials Summit 2018 hosted by IMS Global Learning Consortium will be held 27-28 February 2018 in Scottsdale, Arizona USA.
The key focus of the summit will be to bring education, business, and policy leaders together. For example, the opening session will address the following challenge:
“how educators and employers can work together to tap the valuable pool of knowledge, skills, and abilities of their learners, including the use of technologies such as digital credentials to match employment supply and demand. The conversation will explore integrating industry credentials into a for-credit curriculum, using credentials to build social capital in the workforce, and tapping hidden talents in under-represented communities.”

for recognition of skills it might be also interesting to look at the ESCO project, which aims at building a unified classification of skills across EU (https://ec.europa.eu/esco/portal/escopedia/European_Skills%252C_Competences%252C_Qualifications_and_Occupations_%2528ESCO%2529).
