O5-A1 Policy Discussion Paper
Discussion Paper on Open Badge Policies led by BEUTH: This results is a discussion paper on Open Badges at policy levels. It is a preliminary strategic document which aims at (a) identifying relevant stakeholders and creating awareness about Open Badges among identified key policy stakeholders in two policy areas: education and employment; (b) exploring opinions of policy stakeholders regarding potentials and risks of Open Badges in relation to education and employment policies in EU through consultations with selected experts; and (c) formulating recommendations about establishing relationships with existing EU tools/policies (EQF, ECVET, EHEA, Europass, ESCO, EQAVET). The ultimate aim is to formulate a rationale and provide recommendations for policy makers based on which a process of change and integration of Open Badges in educational, vocational and employment policies could be based, implemented and incorporated into policy frameworks such as Lifelong Learning and Open Education Policies.
This paper aims at:
- identifying relevant stakeholders and creating awareness about Open Badges among identified key policy stakeholders in two policy areas: education and employment,
- exploring opinions of policy stakeholders regarding potentials and risks of Open Badges in relation to education and employment policies in EU through consultations with selected experts,
- formulating recommendations about establishing relationships with existing EU tools/policies (EQF, ECVET, EHEA, Europass, ESCO, EQAVET) and incorporating badges into EU, national and sectoral policies.

White Paper on Open Badges Policies led by DUO: This results is a White Paper on Open Badges Policies. This White Paper builds on and elaborates the Discussion Paper O5-A1. This paper provides background information recommendations for policy makers on mainstreaming Open Badges. It covers questions such as “What is the value of an Open Badge?”, questions around the privacy and security, technical aspects including some key technical issues like validation and verification, and specific approaches, guidelines and recommendations for relevant policy areas. the paper focuses on recommendations for using Open Badges to enhance and connect different European competency and transparency tools, Open Badges in professional development and last Open Badges as part of Open Education. This paper ends with an extensive list of online resources, for further reading.
